questions for my paper
what do you all think about lobbying for licenses to have children? although it would be hard to enforce, it could definitely cut down on welfare costs and orphanages.

Yes pleace do. There are many people out there that shouldnt have children.
i would have to agree with also. Then maybe there would not have to be so many abortions, Isn't it amazing that we have to apply for alicense to drive a car but not to have children? Some would argue that "we could injure or kill someone if we do know know how to drive a car", but the question is not asked about being a parent.
There are certain people that should not have children. I work in partnership with the Welfare to Work Unit and I see many of their clients on daily basis looking for work (supposedly) who are not ready to face responsibilities. Some of them look like children themselves. Most of them misused the money they received to feed their children and most of them time run out of money before the next public assistance check. Some people don't understand the responsibility they must face and how costly it is to support a child.
I don't think that it would be fair for the government to limit the number of children that a person could have. Instead the government should make a movie about how a country would end up with everyone having ten children and living on welfare. Then the government should make it free admission to the movie and some people would get the picture. For the rest of the people the government should try and tell them that they have to have three kids or more and to be defiant people would only have two kids. When it comes down to it most people will always be concerned with their money. If you threaten to take their money away then they will listen. Don’t give anyone I higher tax break for households over four to five persons.
